On February 20, after considering analysis from third-party financial experts, staff recommendations and feedback from the public, the Board of Directors passed a resolution to place a TABOR question on the May 8, 2018 ballot.
The nature of the question is to authorize the CPNMD to incur debt to be repaid, in part, through property taxes (mill levy). CPNMD’s financial consultants anticipate debt repayment could be met by imposing approximately 10 mills per year, however, their recommendation was to obtain authorization to go up to 11.45 mills given volatile market conditions and that money will be borrowed in three phases over several years.
